Exceeding practice

At ECMS, we know that quality doesn’t happen by accident. It’s the result of deeply reflective practice, place-based learning, meaningful relationships, and an unwavering belief in children’s capability. That’s why we celebrate five services recently rated Exceeding in all seven National Quality Standard (NQS) areas – a rare and remarkable achievement.

Each of these services reflects the best of who we are: thoughtful, inclusive, community-minded, and always learning. Here’s what made each of them stand out - and what their leaders say about the journey.

The Merrell Kindergarten

At The Merrell, inclusion is embedded in every part of practice. This service’s Exceeding rating is a testament to a holistic approach that places children’s wellbeing, voice and relationships at the centre. The Circle of Security framework is embedded across the program, floor books reflect children’s voices in action, and Wicket — their much-loved therapy dog — supports emotional regulation and belonging.

As Nominated Supervisor Rebecca Waingold shares:

“At the end of the day, we are all doing exceptional work across our services and we all know the challenges we face and the lengths we take to do our best for each and every child in our care. Assessment and rating is our chance to demonstrate what we do and advocate for ourselves and the important role that we play in the lives and education of children”.

Somers Parade Kindergarten

For the third consecutive time, Somers Parade Kindergarten has been rated Exceeding in all 7 areas — an extraordinary achievement that reflects strong leadership, deeply rooted community partnerships and a place-based program that responds to local context and history.

Nominated Supervisor Liz Ryan reflects:

“Over the years, I’ve proudly led our service through multiple Assessment and Rating processes, achieving Exceeding in all seven quality areas three times. This reflects the dedication of our staff and the strong partnerships we share with families... For me, leadership is about collaboration, respect, and creating joyful learning experiences that prepare children for the future”.

Their approach includes a thriving nature kinder program, curated spaces enriched with community artwork, and regular engagement with Aboriginal and Torres Strait Islander perspectives.

Patterson Lakes Kindergarten

At Patterson Lakes, relationships are everything. A consistent team — many of whom have worked there for over a decade — underpins the kind of continuity that builds trust with families and confidence in children.

The service’s responsiveness is a standout, particularly when children raised concerns about privacy and the team secured funding to install toilet dividers — a simple but powerful example of how child voice leads to real change.

Nominated Supervisor Margaret Chua says:

“At Patterson Lakes Kindergarten, we believe every child deserves a place where they feel safe, seen, and inspired to grow. Our Exceeding rating reflects our commitment to inclusive practice, strong community connections, and high-quality learning”.

Greensborough Preschool

Greensborough Preschool is known for its warm, inclusive culture and strong partnerships with families. Educators work alongside families and local organisations to tailor support for each child, particularly those experiencing vulnerability.

The program reflects the community it serves — from cultural cooking with families to outdoor learning shaped by sustainability and First Nations perspectives. Team culture is another strength: educators engage in robust professional conversations and value ongoing reflective practice.

As Nominated Supervisor Donna Leibowitz puts it:

“We strongly value children as decision makers and respect the input children have in our program decisions. As a leader, I’m inspired by the deep commitment to reflection, collaboration and continuous improvement that is embedded within our team”.

Toun-Nun Family Centre

To be rated Exceeding in all seven areas at your first ever assessment is almost unheard of — but that’s exactly what Toun-Nun Family Centre achieved.

This new kindergarten in Melbourne’s south-east has built strong foundations through thoughtful transition planning, multilingual approaches, and connection to local services. The result? Children, families and educators who feel seen, supported and empowered.

Nominated Supervisor Colleen Ower says it best:

“Toun-nun Child and Family Centre has achieved an Exceeding rating in all seven areas of the National Quality Standard (NQS); a testament to our commitment to delivering the highest quality education and care for every child. This milestone wouldn’t have been possible without our incredible families. Your donations, feedback, and partnership over the past 18 months have helped us create a warm, engaging, and high-quality learning environment. We’re truly grateful. We’re excited for what’s ahead and look forward to continuing this journey together”.

What unites them all?

These five services are diverse in context, but they share key characteristics:

Relational pedagogy: Children and families are seen, heard and responded to.

Critical reflection: Teams embed reflective practice at every level, from daily planning to strategic decision-making.

Place-based learning: Programs are shaped by local culture, landscape, and community needs.

Strong leadership: Each Nominated Supervisor fosters a culture where educators feel empowered to grow, and children are supported to lead their own learning journeys.

These Exceeding ratings are a reflection of deep, purposeful work that honours children, families and communities.
